GetSlackUserForGithubUser finds slack username for all github usernames from FailingTestMessage.GithubCommitersLogins. It search for slack usernames in users-map.yaml file in github. Results are stored in FailingTestMessage.CommitersSlackLogin. It publish message to pubsub NotifyCommiterTopic and update failing prowjob instance in firestore.
