Reconciler reconciles a VerrazzanoHelidonWorkload object

Reconcile reconciles a VerrazzanoHelidonWorkload resource. It fetches the embedded DeploymentSpec, mutates it to add scopes and traits, and then writes out the apps/Deployment (or deletes it if the workload is being deleted).
