func GetFlags(args []string) (hq.CliFlags, bool, error)

GetFlags parses CLI args and returns the resolved CliFlags. A bool return indicates whether help was requested (caller should print helpText and exit cleanly).

func Run(ctx context.Context, stdout io.Writer, args []string) int

Run is the main entry point for the PAI CLI. It parses flags, loads config, wires up the selected agent, and executes it. Returns an exit code.
