NewCmdAPIResourceVersions returns a command that lists all API resources and their versions.

TODO(Izzette): Output only supports default, wide, and name; it would be interesting to export to JSON or YAML. TODO(Izzette): Subresources are not included in the output; they are potentially useful, but it's unclear how to expose them in a useful, machine-readable output.
