newTestEnv

newTestEnv is a tool to create a new environment for test.

pre condition

1. collect your accounts to a directory ,for example /tmp/keystore

1. there should be at least 7 accounts, and all these accounts should share the same password
2. all these accounts should have enough ether for making transaction
3. there is a ether/spectrum RPC endpoint
