func ExternalBindAllowed() bool

ExternalBindAllowed reports whether non-loopback proxy/control binds are permitted. Allowed by default; set INTERCEPTOR_ALLOW_EXTERNAL_BIND=0 (or false/no/off) to lock down to loopback-only rebinding via Settings or CLI.
