Package run builds and runs directives without a cobra command or a TTY, so both the CLI and the serve HTTP API can trigger the same work.

Package httpapi serves the loopback HTTP trigger API that mino serve can expose: flights, saved queries and plugin actions run over HTTP instead of the CLI, and the serve event stream is mirrored over SSE.
