func CollectStats(ctx context.Context) ([]types.CakeStats, error)

CollectStats polls the kernel via `tc` and returns a slice of CakeStats. Always uses the human-readable text output from `tc -s qdisc` for maximum field coverage. The JSON path (tc -j) is intentionally avoided because the JSON tin representation omits many fields that the text output provides (tier names, target, interval, delay values, per-tier packet counters, etc.).
