func EligibleVictims ¶
Gathers list of enabled/enrolled kinds for judgement by the scheduler This checks against config.WhitelistedNamespaces but each victim checks themselves against the ns blacklist TODO: fetch all namespaces from k8 apiserver to check blacklist here
