Description is a value-free snapshot of the facade's construction plan and lifecycle. It deliberately excludes secrets and concrete dependency values.

WithOps enables the dedicated operational server. Only health endpoints are enabled by default; optional diagnostics still require explicit ops.Option values and retain the ops package's loopback/access-policy checks.
