Knative Serving API v1alpha1

This is the implementation of the Knative Serving API, which is specified in docs/spec/spec.md and verified via the conformance tests.

Updates to this implementation should include a corresponding change to the spec and the conformance tests. (#780)

Service acts as a top-level container that manages a set of Routes and Configurations which implement a network service. Service exists to provide a singular abstraction which can be access controlled, reasoned about, and which encapsulates software lifecycle decisions such as rollout policy and team resource ownership.
