func PrepareValues(vars []*playbook.Variable, values cli.Values) (eval.Values, hcl.Diagnostics)

PrepareValues resolves CLI-supplied raw strings against the declared variable list, applying defaults, type conversion, and validation. It returns a map of resolved cty.Value and any diagnostics encountered, including errors for missing required variables or undeclared names.
