SetupWithManager sets up the controller with the Manager. In addition to watching IngressNodeFirewall this also watches all objects of Kind Node and any change to a node will trigger a reconciliation request. Additionally, changes to objects of type IngressNodeFirewallNodeState with an owner references will lead to reconciliation as well. Given that an IngressNodeFirewallNodeState can have multiple owners, reconciliation will be triggered for any of them (thus, IsController: false).
