Open Cluster Management - Governance Policy Nucleus

The Policy Nucleus maintains common API validation, structs, and methods for policy controllers.

This repository is under construction, and not yet ready for use. The design / goals are best summarized in the enhancement proposal: https://github.com/open-cluster-management-io/enhancements/tree/main/enhancements/sig-policy/54-core-policy-module
